Responsibility lies with the European Commission, the German Bundesanstalt für Landwirtschaft und Ernährung - BLE (Federal Office for Agriculture and Food), the main customs office of Hamburg-Jonas (for export reimbursements) as well as regional officials.

Strict formality and procedural requirements must be observed in the context of subsidies and aid. Infringements will be subject to penalties.
