Dr Felix Siebler, LL.M. specialises in advising on public procurement, state aid and administrative law with a focus on infrastructure and digitalisation projects in the public sector. His main area of expertise is in the design and implementation of procurement measures, including the drafting of contracts and conducting negotiations. He represents his clients' interests before public procurement tribunals, higher regional courts and the European Court of Justice, as well as vis-à-vis public bodies such as funding bodies. Dr Siebler also advises on the organisational design for the performance of public sector tasks, e.g. by way of inter-municipal cooperation or public-private partnerships, as well as on securing financing involving state funding.
