EU Reaches Agreement on Implementation of Trade Deal
In the early hours of 20 May 2026, representatives of the European Parliament and EU Member States reached agreement in Strasbourg on the implementation of the trade deal with the United States. The agreement stems from the trade deal concluded by European Commission President Ursula von der Leyen with US President Donald Trump in August 2025 to avert a transatlantic trade war.
The agreement provides for the EU to largely abolish tariffs on US industrial goods such as cars and machinery. In addition, selected agricultural products and seafood from the United States are to be granted improved access to the European market. In return, the United States will cap tariffs on most EU exports at a maximum of 15 per cent.
A central element of the implementation is a safeguard clause enabling the EU to suspend its concessions should the United States fail to honour its commitments.
The agreement was reached under considerable political pressure from Washington. US President Trump had criticised what he regarded as sluggish implementation and threatened to raise tariffs, particularly on European cars. At the same time, he set the EU a deadline of 4 July 2026 to bring the agreement into force.
According to media reports, EU President von der Leyen expressed the hope that this would close a turbulent chapter in transatlantic relations. On X, she stated that the EU would soon implement its part of the joint declaration as promised and called for the implementation process to be concluded swiftly.
The agreement must now be formally confirmed by the European Parliament and the Council of the 27 Member States. The legislation is to enter into force by the deadline of 4 July set by President Trump. The measures are to apply from the date of entry into force until the end of 2029.
The final shape of the agreement on the EU side remains to be seen. Whether the transatlantic trade deal delivers lasting stability will ultimately depend on whether the compromise reached endures beyond the current political pressure.
