GvW Advises PETER/LACKE on the Establishment of a new Production Facility in South China
PETER/LACKE, a global manufacturer of industrial coating systems, has held the groundbreaking ceremony for its new production facility in Huizhou in the southern Chinese province of Guangdong.
Founded in 1906, this long-established family-owned business develops and manufactures customized coating systems and high-performance coating solutions for applications in the automotive, aviation, lifestyle, glass, and cosmetics industries, and strategically expands its portfolio to include further areas such as composites and wheels.
PETER/LACKE has been invested in China with a subsidiary in Shanghai since 2003. With its new production site in Huizhou, the company is firmly anchoring its China strategy as an integral part of the global value chain, and sets another milestone in its “in China for China – and in China for the world” approach. The investment therefore not only strengthens PETER/LACKE’s proximity to its Chinese customers, but also lays the structural foundations to leverage speed, market focus, and technological expertise from China for international markets. As the first international investment project in the Huizhou New Materials Industry Park, PETER/LACKE also underscores the long‑term strategic importance of the location for its global corporate strategy.
A team at GvW Graf von Westphalen in Shanghai consisting of Senior Associates Yingci Geng and Huanlei Yan and led by partner Patrick Heid advised PETER/LACKE comprehensively on all legal and strategic aspects of the new establishment in South China, including on the incorporation of a new legal entity and the negotiation of the contractual documentation for the construction of the new production facility under a build-to-lease model, which had already been signed in December 2024.

Federal Administrative Court: Fehmarn Belt Fixed Link may be built
The Federal Administrative Court has dismissed all six pending appeals against the planning decision on the Fehmarn Belt Fixed Link. Construction of the tunnel may therefore now also begin in Germany. Transport System Bögl: new local public passenger transport system a big success in China
The Max Bögl group of companies has developed a new local public passenger transport system. The system called “Transport System Bögl” (TSB) uses magnetic levitation, or “maglev” technology and provides a clean and cost-efficient means of transport for better mobility in inner city areas. The technology is becoming increasingly popular also in other countries: Max Bögl’s most recent export order was the sale of its TSB to China. The company’s plans include building a 3.5 km test track in Chengdu and extensive marketing activities to promote the technology in China – all through a sales partnership with a Chinese company.
