GvW named JUVE Law Firm of the Year in Public Procurement Law
GvW Graf von Westphalen has been named "Law Firm of the Year for Public Procurement Law 2025" by JUVE. The jury praised the firm for "demonstrating how technical innovation and strategic thinking can set new standards in public procurement law". With an "outstanding team of 15 lawyers", GvW tackles large projects "with impressive precision".
The procurement law practice is valued for its "cross-location team of procurement, contract, financing, planning and construction law experts". JUVE also praises the firm's "expertise in infrastructure projects and the transport sector, particularly in PPP tenders". As an established player in the fields of digitalisation, IT security and defence, the firm has also long been a leader in the area of defence and security – a sector of central strategic importance for Europe's security resilience (see JUVE's laudatory speech).
"The award as Law Firm of the Year in Public Procurement Law confirms our claim to provide interdisciplinary support for complex procurement projects," explain Dr Maximilian Elspas and Christian Mayer-Gießen, both managing partners of the firm. "With our nationwide team and our clear professional specialisation, we are able to manage large-volume and technically demanding procurement projects from a single source."
GvW's public procurement law team has grown steadily in recent years and is now one of the largest specialised units in Germany. The practice consists of partners Dr Dietrich Drömann, Birgit Lotz, Dr Bettina Meyer-Hofmann, Dr Ingrid Reichling and Dr Felix Siebler with their teams in Berlin, Düsseldorf, Hamburg and Munich. In addition to traditional procurement projects in the areas of infrastructure and construction, PPPs and investor models, transport, health, energy and IT/artificial intelligence, the team is also increasingly advising on topics such as defence and security.

Transport System Bögl: new local public passenger transport system a big success in China
The Max Bögl group of companies has developed a new local public passenger transport system. The system called “Transport System Bögl” (TSB) uses magnetic levitation, or “maglev” technology and provides a clean and cost-efficient means of transport for better mobility in inner city areas. The technology is becoming increasingly popular also in other countries: Max Bögl’s most recent export order was the sale of its TSB to China. The company’s plans include building a 3.5 km test track in Chengdu and extensive marketing activities to promote the technology in China – all through a sales partnership with a Chinese company.
